In the center of the junk stamp is a junk in full sail with a train crossing a large steel bridge in the background.
In 1919 there was a big flood in the Yellow River valley and thousands of people were rendered homeless. For the sake of relief and publicity, the Postal Administration of RO China had 3 denominations of the Junk stamps of the First Peking Print overprinted as charity stamps. One cent from each stamp was set aside to be used as relief surtax. The stamps were overprinted by the Printing Bureau of the Ministry of Finance, Peking and the surtax collected by the Postal Administration was given to the Government as Relief Fund.

Mint & lightly hinged(mlh), gum or no gum. A little yellow spot.
