Because no stamps was issued for commemorative 1994 Traffic Self- Discipline Year, so use 1991 Traffic Safety Year Stamps on the cover & chop the first day post marks.
The motifs of stamps are "traffic safety" and "do not drive after drinking".
The motifs of cover are all people comply with all traffic rules.
